A physical venue does none of these things. Visitors arrive without accounts. They share space with strangers. They include children, people with medical conditions, people with privacy requirements, and people who have not consented to recognition. The AI system cannot simply optimize for engagement - it must operate within constitutional constraints that protect every person in the space, whether or not they are aware of the system's presence.

What governance means in this context

Governance, in the Mad Systems definition, means AI that operates within explicit constitutional constraints - rules that cannot be overridden by a personalization objective, a business goal, or a system failure. These constraints are not policies stored in a database. They are architectural layers that the AI system cannot bypass.

Why removing any layer breaks the system

Each WorldModel™ layer addresses a distinct failure mode. VS+C prevents constitutional violations. CGL™ catches decisions that technically comply with the constitution but violate its intent. TGF™ prevents context-inappropriate behavior that static rules cannot catch. ICL™ prevents identity fragmentation and consent violations across a visit. EDE™ prevents physically inappropriate responses to environmental conditions. MAOL™ prevents agent conflicts that produce incoherent guest experiences. AAL makes all of this auditable and defensible.

Remove any layer, and the corresponding failure mode is no longer systematically addressed. A venue can choose to accept that risk. But it should do so knowingly, not inadvertently.

Governed AI vs. "responsible AI"

The term "responsible AI" has become a marketing claim. It describes intent - the desire to use AI in ways that are beneficial and non-harmful - but carries no architectural meaning. A system can claim to be "responsible" while having no audit layer, no constitutional constraints, and no governance architecture.

"Governed AI" is an architectural claim. It means the system operates within specified constraints that are enforced by the architecture - not by good intentions, not by policy documents, but by layers of the system that cannot be bypassed.
